Various Parking Orders - Wiltshire

After full consideration of all comments received and further implications the following is proposed. 

                   The 20% rise in parking charges, to the nearest 10p, in 2026 followed by a further rise in 2028 of 5%, to the nearest 10p, as proposed in the advertised TROs.  This ensures the tariff reflects the inflation increases over the last four years, and the historic data on the impact of such increases on car park usage.  

                   The extension of charging hours to 7am – 7pm. This should be adopted in short stay car parks only, to encourage retail churn and easy parking access to centre areas.  Whilst promoting long stay car parks for longer and all-day visits, which reduces congestion in our town/city centres. The exception to this is:

 o       Dunns Lane Long Stay car park at Castle Combe, where this extension will be applied as a further traffic management tool as Sunday is a peak usage day.   This outcome recognises the comments raised in the consultation regarding the extension of hours in all car parks. o The Maltings Car Park, Salisbury has a distinct role within the city centre and, following consultation, with regard to comments received from stakeholders, it was recognised whilst the Council seeks consistency across its parking portfolio, the consideration that extending charging hours at The Maltings would provide limited parking management benefits.  It is therefore considered appropriate to retain the existing charging hours.

o       Sunday Charging Hours, following consultation, it was considered appropriate to retain the 10am commencement time for Sunday charging. Consultation responses highlighted that Sunday mornings experience lower parking demand and are often associated with leisure and community-based activities. Extending charging to commence at 7am would provide limited parking management benefits whilst potentially reducing accessibility during a period when parking pressures are generally lower. Retaining the 10am start therefore reflects the different parking patterns observed on Sundays and the feedback received during consultation.

                   The alignment of Sunday charges with weekdays. This should be adopted in short stay car parks only, thereby encouraging motorists to use long stay car parks for longer dwells, this reduces congestion in town/City centres. This also encourages greater availability in short stay car parks for better retail and business opportunities. The exception to this is the Long Stay Dunns Lane car park where this alignment will be implemented as a traffic management tool. This outcome recognises the comments raised in the consultation regarding week-day charges being introduced in all car park                  The current Sunday charge in long stay car parks will be increased by 20% to the nearest 10p.  This ensures the tariff reflects the inflation increases over the last four years, but recognises the comments raised in the consultation regarding weekday charges in all car parks. 

                   The introduction of Sunday charging in Cross Hayes, Malmesbury and Marlborough High Street, with the reintroduction of Salisbury Sunday charges in on street pay and display bays, this will not be implemented.  This recognises the comments raised in the consultation regarding on-street charges.   

                  The costs of season tickets should be implemented as per the advertised TROS. They will remain in line with pay and display charges and still offer large discounts against the cost of all day parking on a regular basis. This ensures the charge reflects the inflation increases over the last four years, and the historic data on the impact of such increases on car park usage.

                  To facilitate greater public access to parking, the application of charges in the council’s facility management car parks at specific times will be implemented as per the advertised TRO, this is largely the car parks around County Hall, Trowbridge and the Bridge Centre car park Chippenham.  This allows the car parks to be recognised as public car parks and the additional costs involved with their usage covered.      

                  All other proposals which received no comments of objection or support will be implemented as advertised.’
